JPD Officer Reportedly Threatens Life Of Chief, Assistant Chief

A brief, but very tense situation unfolded Monday afternoon within Jackson city government after a veteran Jackson police officer allegedly voiced serious threats by telephone against Jackson Police Chief Carl Eisnaugle and Assistant Police Chief Maria Uribe.

According to Jackson City Service Director Bill Sheward, the officer in question was found shortly later and was detained and questioned without further problems and subsequently, he voluntarily agreed to be checked into a regional hospital for an extensive psychological evaluation.

Sheward say that he and Police Chief Eisnaugle have placed the officer on administrative leave. At this time, the officer's name is not being released. Prosecutor Jonathan Blanton has been consulted, but no charges have been filed. A short statement issued by the Jackson Police Department stated simply that the matter remains under investigation.

According to Sheward, the officer in question was scheduled to work Monday, but called in sick. At approximately 11:45 p.m., the officer reportedly called the Meigs County Sheriff's Office and/or Pomeroy Police and voiced his threats to kill Chief Eisnaugle and Assistant Chief Uribe and possibly other unnamed officers. Word of the threats was passed on to the Jackson County Sheriff's Office, then to the Jackson Police Department and Service Director Sheward.

Jackson Police officers and Jackson County Sheriff's deputies immediately took action to secure both the Jackson Police Department building and also nearby Jackson Memorial Building where other main city offices are located. As a further security measure, the Memorial Building was locked down.

At approximately 1:30 p.m., the officer was found in his parked vehicle at the Park and Ride lot on State Route 32 just south of Jackson. There were no problems and officers talked to him at that location and he later accompanied them to the police department for further consultation. Later, officers were escorting him to a regional hospital for admission.

Chief Eisnaugle stated Tuesday that his office had received a phone call Monday from a third party stating that an officer, (whose name has not yet been released), had made a direct threat to the lives of himself (Eisnaugle), Assistant Chief Uribe and others at the JPD station.

Service Director Sheward told the Times-Journal that the officer had contacted Meigs County officials and voiced the threats. This information made its way to Sheward's office at approximately 11:45 a.m. The Jackson Police Department and Jackson County Sheriff's Office were then made aware of the situation, in which time necessary precautions were taken to ensure the safety of public officials. After a brief search, the disgruntled officer was located at approximately 1:15 p.m.Once discovered, the officer peacefully agreed to come with local law enforcement officials.

Chief Eisnaugle stated that the officer in question has checked himself into a regional hospital for mental evaluation and possible treatment, and is currently on paid administrative leave.

No charges have been filed at this time, and the case remains under investigation.

I've been watching things down in Jackson for more than a year now, and have said repeatedly that there's a serious problem in Jackson that someone needs to address before it becomes even more serious.

But, as has almost always been the case where I am concerned, no one has paid any attention and things have gotten worse.

In the past year, a friend of mine has tried very hard to get help with a situation in Jackson, Ohio that involves a member of the sheriff's department. So far, the woman has been refused an attorney, even though everyone that has spoken to her has said she needs one and should be furnished one through the Legal Aide system. A Legal Aide attorney spoke to her one time - early on - and after listening to the things that the woman told him, decided she could just 'handle it herself.' And so she has. She has been forced to go into the court room on several occasions now, by herself, and try to defend herself against attorneys that seem only too willing to concoct whatever is required to rob the woman of her home, liberty and even her child.

Word came from the Jackson Sheriff's Department that 'no one in the department was to listen to the woman; take any kind of report from her; respond to her should she call 911 for assistance; or even speak to her if they saw her out in public!

The reason for it all? Well, the man she'd been living with for nine years; the man who is the father of her only child, decided to go visit a friend of his one day {back in June of 2007} and told the woman he'd be home in a couple of hours. He failed to come home; refused to speak to the woman or to explain his actions.

As time passed, the man eventually began coming to see his daughter occasionally, although there was several months that he didn't even call the child, much less visit her. And every time he came to visit the child he threatened the mother of his child.

He threatened to set fire to the mobile home that the two had shared with their child ..... said, "If he wasn't living in it, then he saw no reason why he should have to honor his part of the contract from when the place was purchased, and he'd just set fire to it and burn it down before he paid for a place for her and the child! This threat was made repeatedly.

In August he and his mother conspired to abduct the child from the public school. Thank God my friend was standing in the office talking to the school secretary when the call came in from the man's mother {who used to be married to the head investigator at the Jackson County Sheriff's Department!}

Phone calls came from the man's mother that warned my friend that she and the child were just going to have to accept whatever was doled out to them, and 'just get used to it.'

When the attempted abduction occurred my friend went to the Jackson Police Department and tried to file a complaint. They refused to allow her to file the complaint!

Finally, in October my friend understood what was going on - and what had apparently been going on for some time - when the father of her child up and married a fellow corrections officer!

The above article mentions Prosecutor Jonathan Blanton. He's no stranger to my friend either. He's the very person who sent my friend to Jackson Police Department, since there was a conflict of interest at the sheriff's department.

Later Prosecutor Blanton was stunned to learn that the city police department had refused to file a report against the two people who tried to abduct 'her' child. {Ohio Revised code states that the child of an unwed mother is 'her' child, regardless of who the father is. She has ALWAYS had sole custody of the child.}

Blanton picked up the phone while the woman was in his office and called the Chief of Police, and asked the man if he had refused to allow the woman to file a complaint. Apparently Blanton was told 'yes,' and when he said he wanted a complaint filed, the chief hung up on him!!

Blanton promised my friend that he would call BCI&I in Columbus that day --- but he didn't. Months have gone by, and the man in question is now charged with committing crimes against other people in Jackson, and presently faces several charges -- misdemeanor charges that would have been felonies anywhere except Ohio -- and would even be felonies in Ohio if it wasn't one of their own!

The 'system' in Jackson seems to be dragging its feet in many areas, and I wonder why none of the information concerning my friend's former mate was ever reported in the news papers, even though it supposedly involved assault of a minor.

No action has ever been taken by any member of law enforcement on my friend's behalf, and no one seems to care, even though the charges against him include, Weapons Under Intoxication; Assault; and three counts of Aggravated Menacing. All charges that the 'system' in Jackson did everything in their power to keep covered up from my friend, even going so far as to lie to his own attorney and Magistrate Regan! {Who is still his attorney, I might add! PS: Bill & Mark Know!!! Figure it out boys.}

So, I for one am not surprised to hear that one of their own has become 'disgruntled,' and has finally brought some attention to the police departments in that town --- no, I'm not the least surprised, because as I have so often told my friend ......

God works in a mysterious way. When man fails {or refuses} to do that which is right, and they aide and abet those that should be locked up, then it's only a matter of time until their own will turn on them. So be it. Long ago I wrote a story called Look Out Jackson Town .....

They can debate and refute my 'psychic abilities' until hell freezes over ...... but it will never change the facts. And those facts are, that when I come in, the wise person should put his boots on and get ready to kick some ass and clean up the mess.

I have no hope that they will ever learn from their mistakes -- few ever have -- but my friend did, and for that reason, I stand by her side today. She is in the right. She has been threatened, intimidated, harassed and ignored by those very individuals who the taxpayers of this nation are paying to help her.

And they wonder why our nation is now facing almost certain financial destruction. Huh ..... I don't wonder about it at all.... never have.
